At the same time, the Hainan Provincial Department of Agriculture and Rural Affairs issued application guidelines for agricultural development subsidies and incentive funds for 2026. Nearly RMB 300 million in funding will be directed toward three major areas: improving the aquatic seed industry, supporting agricultural enterprises in expanding their operating revenue, and advancing tropical specialty and high-efficiency agriculture.
Among these measures, one-time incentives will be granted to eligible agricultural enterprises whose annual operating revenue exceeds RMB 50 million for the first time. Support for tropical specialty and high-efficiency agriculture will cover eight specific areas, including the scaled development of specialty planting, agricultural product processing, international agricultural trade, and brand promotion.
In terms of brand development, Hainan is implementing a three-year agricultural brand enhancement initiative for “Hainan Fresh Produce” from 2026 to 2028. The year 2026 has been designated as the year for standards development. By 2028, the province aims to strengthen one provincial-level regional public brand and certify more than 100 “Hainan Fresh Produce” sub-brands.
At present, 130 enterprises have already been authorized to use the “Hainan Fresh Produce” brand, and an increasing number of local companies are moving toward premium markets, online sales channels, and overseas expansion.
Building a Full Industry Chain and Connecting Key Production and Sales Links

Pepper is one of the most representative examples. Hainan is China’s largest pepper-producing region, and Penglai Town in Wenchang is one of its core production areas. The town has approximately 32,300 mu of pepper plantations, with more than 80% of local farming households engaged in pepper cultivation. Its annual pepper industry output value exceeds RMB 170 million.

Baoting County now has more than 50,000 mu of rambutan plantations, with annual output value exceeding RMB 580 million.
